摘　　要：创新系统发展日益面临"系统失灵"的问题,加强创新相关部门的联合管理和促进创新政策之间的协调成为未来创新系统发展的迫切需求.通过解析芬兰创新系统联合治理与管理协调的机制,分析其形成发展的条件和影响因素,为我国创新型国家建设的管理协调机制提供有益的经验借鉴.The development of innovation system increasingly faces with the problem of system failure.It is necessary to enhance unified governance among innovation related departments and promote coordination in innovation policies.It analyzes Finnish mechanisms of unified governance and management coordination of innovative system,and probes into the conditions and factors of its formation and evolution,and provides beneficial experience and reference for China to construct innovation-oriented country.
