摘　　要：对于城乡一体化发展新趋势的概念有诸多不同的理解,可以从城乡发展新趋势的前提、基础、关键、保证四个角度与层次,对城乡一体化发展新趋势的概念进行重新的解读。顺应这种城乡一体化发展新趋势的要求,建立健全合理的行政效能评估体系与金融政策,大力发展乡镇企业,逐步完善城乡一体化发展新机制,对于形成城乡经济社会一体化新格局具有重要意义。There are many interpretations of concepts about the trend of development for urban and rural integration. The paper interprets the concepts from the four aspects： the premise, basis, crucial part, and guarantee. It is of great significance for the formation of urban and rural integration to meet the demand of the development, establish and perfect the reasonable evaluation systems of executive performance and financial policies, to develop urban and township enterprises, and further perfect the development system.
