新农村建设中农民政治意识结构的失衡及其优化

摘　　要：农民政治意识结构的失衡是指农民对政府政策输出的感知和认知程度较高,但对政府政策输入的参与意愿较弱,表现为明显的功利性、冷淡性和依赖性。农民政治意识的失衡实际上反映了农村物质文明、精神文明和政治文明发展的不平衡。改变农民政治意识结构的失衡,优化农民政治意识结构,就应该不断调整经济结构,壮大集体经济;创新传统文化,发展先进文化;发展教育事业,加强政治文明建设,从而推进新农村建设的全面发展。The structural imbalance of peasants＇ political awareness means peasants have higher perception and cognition of government policy outputs,but weaker willingness to participate in government policy inputs,which is typical of utilitarianism,indifference and dependence.This imbalance reflects the rural development imbalance in material civilization,spiritual civilization and political civilization.To alleviate the imbalance and optimize peasants＇ political awarenessstructure,economic structure has to be adjusted and the collective economy be strengthened,traditional culture has to be improved and advanced culture be cultivated,and education has to be promoted and political civilization be constructed so that a comprehensive development of New Countryside Construction could be achieved.
