世博背景下虹桥地区境外人员管理的特点及对策

摘　　要：境外人员是我国流动人口的特殊组成部分,他们的特殊身份、复杂成分以及国际化的背景给我们的政府管理带来了挑战。而当前涉外社区警务管理模式滞后于涉外形势发展要求。我们在创新管理的过程中,应注重强化涉外小区科技配置,动态采集辖区境外实有人口基础信息;发挥社区桥梁纽带作用,积极拓展涉外服务平台;建议研究实施境外人员"入境卡"制度。In recent years, the amount of international mobility of population becomes greater and greater. The administration of those who have peculiar status, complex ingredient and international background brings great challenge to government administration. However, the administrative mode of outlander lags behind the international situation. We should seek an administration system of people from outside mainland which coincidence the international tide and the feature of China on the base of optimizing service and strengthening administration. At the same time, we should pay attention to scientific and technological achievements and exploit the advantages of community service to the full.
