摘　　要：研究了监督者如何设计机制引导多成员在环境排污问题上进行合作以优化使用环境资源的问题。由于预算非平衡方案的Ｎａｓｈ 均衡结果为Ｐａｒｅｔｏ 最优的，因此是一引导环境合作的激励机制。For the monitor, how to design the cooperation mechanism between multiagents on the environmental emission in order to optimize using environment is studied in this paper. Because the Nash equilibrium of the non balancing budget scheme is Pareto optimal, this scheme is an incentive mechanism for environmental cooperation.
