摘　　要：指出基础设施是改善投资环境的重要部分， 从长远看， 澳门要重振经济， 必须建设基础设施以改善投资环境； 分析了澳门基础设施存在的问题在于发展不平衡， 不成网络， 并具体指出其先进与滞后部分； 在此基础上提出改善滞后的基础设施的建议， 最后， 从网络化出发， 统筹规划现有项目， 提出桥港路相结合港澳珠大桥方案。Macao′s economy has been on a decreasing way in the past three years. The improvement of infrastructure is essential to revitalize the economy. The problem is the uneven development of the infrastructure. Communication, water passenger transport, garbage and sewage treatment and airport are advanced, while port, road passage to hinterlands, water and electricity supply and educational and medical facilities are lack behind the economic development.That has placed negative effects on the investment environment.Macao should improve its infrastructure on three phases:education, electricity and water supply, and transportation. It is important to improve the transportantion facilities connecting Macao and its hinterlands including railroad, expressway, deep water port and the bridge spanning the Lingdingyang. A program that plans the bridge, port and roads as a whole to achieve a synthetic benefit is put foward.
