摘　　要：街头官僚处于政府机构组织的最基层,是公众和政府之间信息的传递者和沟通的中介。随着经济社会的迅速发展,政府的功能与范围得到不断扩展,社会事务也变得纷繁复杂,增加了街头官僚工作环境的复杂性和不确定性,从而使得街头官僚担当起越来越多的角色,如"政策执行者"、"政策参与制定者"和"公共服务者"等,为避免其滥用自由裁量权,就应从道德、法律和程序上对其进行有效控制。Street-level bureaucrats are civil servants working at the bottom of governmental hierarchy,the information sender and the communication medium between the public and the government.With the rapid development of economy and society,the function and scope of the government has been continually expanding,and social affairs have become complicated,thus adding the complexity and uncertainty of the street bureaucrats＇ working environment,which makes the street bureaucrats play more and more roles,such as policy implementors,policy makers and civil servants.To avoid abuse of discretion,they should effectively be supervised in ethics,legistration and procedures.
