摘　　要：近年来,"网格化管理、组团式服务"作为坚持科学发展、完善社会管理服务的一个具体实践和制度创新,在众多基层管理中得到运用和推广。舟山是这一工作模式的肇始之地。在该模式中,"暖人心、促发展"工程的实施为其奠定了群众基础;渔农村新型社区建设的推行为其奠定了组织基础;经济社会的发展为其提供了社会基础;网络技术的发展为其提供了技术支撑。As a concrete practice and institutional innovation for scientific development and improving society management service, the grid management and group services was applied and expanded in grass-root management recently.ZhouShan city is the cradle, and the programme of Warm Hearts and Promoting Development has established mass base;the construction of new community in fishing rural have established organizational foundation;the development of the economic society have established social foundation; the development of net-work technology can provide the technical support.
