摘　　要：该文以加快预算执行进度为切入点,介绍了各级主管部门采取刚性措施加快预算执行的情况,重点分析了预算执行中存在的主要问题,如预算执行不到位,结余资金比例较大;预算执行不够严格规范;一些部门及所属单位违反财经制度规定等,指出了造成这些问题的主客观原因。最后,文章提出了加强预算执行管理的对策建议。Taking accelerating the budget implementation schedule as the breakthrough point, this paper introduced the responsible institutions at all levels took some measures in order to strengthen the budget implementation management, and analyzed the problems existing in the budget implementation, for instance, the budget implementation wasn t as expect, the surplus capital still took a large proportion, the budget implementation wasnt standard. Some departments and its units violated the financial and economic system, and pointed out the subjective and objective causes of the problems. Finally, this paper provided countermeasures and suggestions on strengthening the budget implementation management.
