摘　　要：首先分析了电信行业所面临的新威胁与挑战,论述了电信运营商转型的优势,给出运营和商业模式转型的方法,之后提出分布式智能开放系统DIOS,重点讨论了系统架构和相关关键技术。The new challenges of telecommunications were described.The superiority of telecommunication operators transformation,operations and business model transformation method were analyzed.Then a new concept of distributed intelligent open system was proposed,which was realization of public computing communication network.The architecture and key technologies of DIOS were discussed in detail.
