摘　　要：本文详细剖析美国马里兰州的一个小城镇总体规划,从其规划目标与县、州规划目标的衔接规划中所应用的分析方法,以及规划中所体现的提供公共服务、促进经济社会发展和公众参与的规划理念等方面,分析其特点并反思我国城市规划编制中所存在的不足。在此基础上,提出我国小城镇总体规划需要改进的几个方向。This paper presents a detailed analysis of the comprehensive plan of Union Bridge, a town in Maryland State of the United States. The paper looks into how the objectives of the Union Bridge plan were consistent with those of the Carroll County and Maryland State, what analyzing methods were employed in planning, and how the concepts of providing public services and promoting social- economic development and public participation were embodied in the plan. Based on the investigation, what should be improved of China＇ s towns＇ comprehensive plan is reflected and several directions where China＇ s town planning should march towards are proposed.
