摘　　要：在总结前人关于生态环境补偿及其机制的内涵基础上,本文认为,煤矿区生态环境补偿是对因煤炭资源开采而给生态环境造成污染、破坏、生态功能下降所进行的补偿、恢复和综合治理等一系列活动的总称。煤矿区生态环境补偿机制,则是对这一系列活动所作的制度安排。本文仅从狭义的煤矿区生态环境补偿对象进行研究,并按照"新、旧账"分治的原则和生态环境补偿对象的类型,来划分生态环境修复责任主体、构建生态环境补偿机制。Through reviewing previous studies on eco-environmental compensation and eco-environmental compensation mechanism,this paper concludes that eco-environmental compensation in coal mining area is a general term for activities of compensating and rehabilitating the broken eco-environment because of coal resource exploitation; eco-environmental compensation mechanism is to arrange these activities institutionally.This paper,focusing on a narrow perspective of eco-environmental compensation objects,firstly divides the responsible subjects who are responsible for rehabilitating the broken eco-environment from two dimensions,the principle of separation of the new and old debts and the types of the broken eco-environment,and then establishes eco-environmental compensation mechanism.
