摘 要:采用文献查阅、实地调研、问卷调查等研究方法,以外在社会环境、中间保障系统和内部人力资源为主线进行调查与分析,从整体上把握山东省竞技体操后备人才的培养现状。结果得出:1)山东省竞技体操后备人才培养系统主要由外在社会环境、中间保障系统和内部人力资源三个子系统构成;2)仍然是政府主导型管理体制,"金字塔"型训练体制,省体育局统一规划、地市体育局和教育局联合组织的竞赛体制;3)社会认可度较低,群众基础薄弱,生源短缺;4)训练器材的维修保养不及时,食宿和医务监督条件较差,经费来源渠道单一;5)运动员的再就业、再教育、运动伤害保险等问题不能有效解决;6)运动员梯队建设不合理,二、三线数量相对不足,年龄断档现象明显;教练员人数偏少,科研能力偏弱,各地市教练员与运动员的数量搭配比率不均衡;裁判员总体比较敬业,但大部分来自非中立单位,影响了比赛的公正性。It researches on present situation according to the train links of external social environment,intermediate ensure system,and internal human resources as a whole with the methods of library research,fact finding,and questionnaire investigate.The results as follows: 1) The cultivation on reserve talents for competitive gymnastics system in Shandong province consists of external social environment,intermediate ensure system,and internal human resources;2) The regulatory regime takes the government as the leading factor,training system takes as pyramid type,race takes the system of planning by province sports bureau,organizing by the area sports bureau and education bureau;3) low level of social approved,lack mass base,and shortage of student income;4) maintenance of machinery are delayed,medical supervision and board and lodging conditions are bad,the medium of appropriation income is single;5) the problem of re-obtaining employment,re-education,and casualty insurance are not yet definitely settled;6) unreasonable contingents development,insufficient in two and three-way,strike fault in age structure.Be short of trainers,weak in scientific research,disproportion on proportions ratio between athletes and trainers.Referees work hard as a whole,but don't come from neutral unit,may be unfair of the matches.
