摘　　要：公德是中华民族的传统美德，是做人的基本准则，是公民道德素质的重要体现。党和政府高度重视社会公德建设，提出“以德治国”方略。大学阶段正是人生社会化的关键时期。在这一时期，大学生与社会的关系得以形成和确立。大学生是一个庞大的群体，在贵阳地区大学生群体中开展以遵守社会公德为伦理底线的道德教育，使大学生具备良好的公德品质，对今天贵阳市开展“三创一办”活动具有极其重要的现实意义。探讨大学生社会公德现状，对加强和改进社会公德教育，提高大学生社会公德素质有利于构建和谐贵阳和文明贵阳。Morality is the traditional virtue of Chinese nation, the person′s basic standards and the important embodiment of citizen moral quality. The party and the government attach great importance to the social morality construction, proposing ＂govern the state affairs by morality＂ strategy. University phase is the key period of the life socialization. In this period, college students and social relations are formed and established. College students are large groups, advocating the education of observing the social ethics for ethical bottom line of moral education in college student groups in the area of Guiyang and making college students have good morals qualities has very important practical significance to advocate activity about ＂three sponsors and one coorganizer＂ today. To discuss the university students＇social morality situation can strengthen and improve the social morality education. To improve college students＇social morality quality is helpful to construct harmonious Guiyang and civilized Guiyang.
