摘　　要：随着人口老龄化程度不断提高,老年人对养老服务的需求也在急剧增长,传统居家养老方式养老功能弱化,社会化养老机构供给不足,使这种需求在很大程度上需要通过社区提供的服务与保障来得到满足。因此,有必要结合政府、社区、家庭等方面的力量,以社区服务为载体,充分开发和利用社区资源,从服务内容、运行机制、管理模式三个方面来构建和完善城市社区养老服务体系,为老年人的生活提供各种保障。With the constant increase of population aging,the demand of services is rapidly increasing,the traditional family-provid for the aged is weaken,the supply-provid for the aged is inadequate,and this demand must be met by the community service.Therefore,it is necessary to combine the strength of government,community,family and other aspects,i use all currently resources,from service content,operating mechanism,management three aspects to build and improve the urban community care service system,providing comprehensive services for the elderly.
