摘 要:要解决风电消纳困难问题必须研究大规模风电接入对电力系统调峰的影响。鉴此,以概率化分析方法进行此项研究,考虑风电接入的时序生产,分析江苏电网2020年调峰能力与弃风电量以及系统运行成本的关系。结果表明,允许适度(少量)弃风可大大减少系统抽水蓄能装机需求,使系统调峰运行更加优化,减少燃煤机组的启停次数和降低系统的总体运行成本。因此,建议我国在"风电全额收购"的框架下进行政策微调,充分考虑电力系统多样性,允许根据实际情况采取适度弃风策略。In order to resolve the difficult problem of wind power consumption,the impact of large scale wind power integration on power system peak shaving should be studied.Using the probabilistic analysis method and taking time-series production in wind power integration into account,this paper analyzes the relations between peak shaving capacity and abandoned wind power as well as system operation cost of Jiangsu Power System in 2020.The results show that to permit moderate wind power abandonment can decrease the requirement of pumped-storage power greatly,optimize the peak-shaving operation and reduce the coal-fired unit starts/stop times and the total operation cost.So it is proposed to take policy fine-turning to the "full acquistion of wind power" policy in our country,and to permit moderate wind power abandonment according to the variety of power systems and the actual situation.
