摘　　要：高校内部治理是现代大学制度的核心问题。通过决策参与和权力监督,教代会在高校内部治理中发挥着重要作用。加强教代会制度的法制建设、完善二级教代会制度、推行校务公开制度、完善提案征集处理制度、建立教代会制度的长效机制,是基于高校内部治理的教代会制度建设的必然要求。The internal management mechanism of universities is at the core of building a modern university system.By way of participation in the decision-making process and democratic supervision,teachers＇ congress plays a crucial role in the internal management mechanism of universities.In order to blaze a trail in the institutional construction of teachers＇ congress from the perspective of improving the internal management mechanism at universities,it is of great necessity and importance to strengthen the legal system of teachers＇ congress,perfect the system of secondary teachers＇ congresses,promote the transparency of administrative affairs,improve the system of resolutions collection and treatment,and build up a long-term valid mechanism for operating the teacher＇s congress system.
