特殊环境下电网潜在崩溃风险分析与对策研究

摘　　要：针对大区电网在特殊环境下的安全稳定运行问题,介绍了特殊环境的概念与包含的内容,结合本次国庆庆祝活动作为重大节假日特殊环境的特点,综合比较了处于不同地区的两大省级电网在国庆期间的实际运行情况,分析了国庆活动特殊环境下海量电视机负荷同一性扰动对电网安全稳定运行的影响,提出了潜在风险的概念并进行了分析,最后结合电网运行与规划发展的实际情况,提出了采取临时措施与根本措施来防范电网的潜在风险的对策措施。Dangerous points of power grid under special environments are analyzed based on characteristics of special environments of important holidays like national day in 2009. By comparing actual operations between two province power grids during national day, the influences of same type load dlsturhance, such as very large amounts of TV loads, to the security operation of power grid under special environments is analyzed, and the conception of potential risk is proposed. Considering the actual condition of power grid operation and plan, it is suggested that measures, such as planning the operation mode of power grid in advance, making emergency plan, and guaranteeing the input ratio of primary frequency regulation units and AGC units, should be taken to prevent potential risk of power grid
