摘　　要：新型农村社会养老保险制度是一项旨在促进社会公平、协调发展的战略性政策,对于缩小城乡差距、化解农村社会各种矛盾、实现全面小康和构建和谐社会具有深远的意义。对河南省长葛市官亭乡农村养老保险开展的现状调查显示,这项惠及数亿农村人口的政策,无论是制度设计本身还是制度的运行都存在一些亟待解决的问题,本文认为,推动制度设计本身的完善和建立相关配套措施是解决新农保制度缺陷问题、推广农村养老保险工作的关键所在。The new type rural social pension system is a strategic policy which aims to promote a fair society and a coordinated development.It has profound significance in minimizing the disparities between development of urban areas and rural areas and alleviating social problems of rural areas,thus implementing the ＂moderate prosperity＂ program in an all-round way and building a harmonious society.According to the investigation into the Guanting,Changge in Henan province on the system in question,there are still existing some problems demanding urgent solutions in this system which is benefiting to several hundred million residents in rural areas in terms of both the system itself and its operation.The opinion held by this paper is that key points lie in advancing and perfecting the formulation of system itself and establishing relevant policies and measures,so as to solve existing problems and make the new type rural social pension system cover more people.
