摘　　要：针对近年来国内由于操作风险事件频频引发的系列金融大案要案，人民银行清楚认识到，对于处在经济转型之中和正在加速推进改革开放的中国金融业来说，防范金融机构操作风险是十分重要而紧迫的课题。Under the new situation, each unit of the People's Bank of China actively explore the use of scientific theory and modern technical means to build layers of defense, to further enhance the supervision work and disciplinary level of the PBC, effectively take preventive measures.
