摘　　要：本文通过对西南地区各省地(市)、县级基层公共图书馆存在的问题进行分析,根据基层公共图书馆的基本功能、原则,借鉴国外公共图书馆的管理体制与经验,结合国内发达地区公共图书馆服务与管理的实践,针对西南地区公共图书馆管理与服务存在的问题,理清思路,提出解决问题的建议,规范西南地区公共图书馆服务与管理标准,促进西南地区图书馆事业的健康发展。Through the analysis of problems in public libraries in each province,city,and grass-roots unit in southwest area,this paper puts forward the solutions to the issues existing in the management and service of public libraries in southwest area,according to the advanced management system and experience abroad and practice in developed regions at home.It aims to regulate the standards of service and management and advance the development of public libraries in southwest area.
