摘　　要：职业病防治在实践操作中困难重重,笔者从职业病防治立法思想、立法内容提出完善建议,尤其是提出职业安全与卫生合二为一、职业安全卫生行政管理体制纳入立法范畴的建议,以促使职业病防治立法更趋完善。Objective ： It is very difficult to carry out prevention of occupational diseases. Some suggestions were put forward, which included the fundamental principle and content of legislation, especially the idea of combining occupational safety with health, and integrating occupational safety health administration system into the scope of legislation, to promote the legislation on preventing occupational diseases.
