长三角地区技术转移服务模式的比较——以上海、杭州、苏州为例的分析

摘　　要：技术转移服务是社会分工的产物,是推动技术进步和社会发展的重要杠杆。该文分析了长三角地区技术转移体系的主要特点:企业在技术转移中处于主导地位;地方政府积极引导和协调管理;技术转移网络平台建设成效显著;技术转移途径多元化,技术服务和咨询占有较大比例等。研究建议,技术市场的发展需要政府给予持续有力的政策支持,对企业参与的科技计划项目,将技术转移情况作为验收考核指标之一,加强技术转移信息网络平台建设,通过技术服务带动技术转移。成熟的技术转移服务体系,是市场经济条件下技术成果转化为现实生产力的重要条件。长江三角洲地区的技术转移服务模式与共性经验,可以为区域性技术转移体系建设和完善技术转移服务体系提供借鉴。As a product of social labor division, technology transfermation service is also an important lever promoting technological progress and social development. This paper analyzes main features of technology transformation system in the yangtse delta：enterprises play a dominant role in technology transformation ：local governments＇ active guidance ,coordination as well as administration in this system;the prominent achievement of network construction of technology transformation ; diversity of approa -ches to technology transformation, technical services and consultation account for a large proportion, etc. Coming up with suggestions that development of technology market requires constant and powerful policy support. Technology transformation should be made one of indexes of examination and acceptance for science and tech-nology project involved enterprises;Strengthening information network platform construction of technology transformation and bringing technology transformation through technical services. The matured technology transformation services system is one of important conditions that technological achievements translate into actual productivity under market-oriented economy. The yangtze delta area is one of most economically-developed regions in China where also has active technology transfor-mation. And seeking technology transformation service mode and common experience of the yangtze delta, could act as a reference for regional technology transformation system construction and the improvement of technology transformation service system.
