摘　　要：本文论述了公共图书馆在政府信息公开制度中的现状。分析了行政机关怠于公开应主动公开的政府信息时,公共图书馆是否具有信息公开请求权的主体资格,以及信息公开请求权的法律属性及其构成要件等方面作了初步论述。In this paper,the author analyzed the barriers which block public libraries from the open access to the information,based on which,the author pointed out whether public libraries are entitled to claim the rights,especially when faced with the government＇s delay in the release of the information.In the end,the author also discussed the attribution and constituents of this claim.
