电子政务公私合作模式及绩效评价体系研究

摘　　要：因自身运作机制所具有的特点,电子政务公私合作模式能够产生减轻政府财政负担、提高效率、降低风险、加强管理和控制等优势。电子政务公私合作模式种类较多,而每种合作模式都应在健全的绩效评价体系下运作才能发挥公私合作伙伴关系的最大效用。本文以电子政务领域公私合作机制为研究对象,探讨了电子政务公私合作模式和绩效评价体系,这些研究对于我国各级政府,尤其是落后地区发展电子政务具有一定的理论意义和实际借鉴作用。Being characteristic of its own running mechanism,PPP of electronic government can alleviate the financial hardship of government、promote efficiency、reduce the risks、enhancing the management and control etd.The species of PPP of electronic government are very large.Every cooperation model can work out maximize profit of partnerships between the public and private sectors under the condition of ERP.The text study PPP of electronic government and performance measurement system with research object on PPP of electronic government.Those studies are important academic significance and application value for governmental administration at all levels in our country,especially for develop e-government in the less developed areas.
