摘　　要：基于流域各区域及其用水部门或行业的水权初始配置方案,从社会、经济以及生态环境角度,构建区域协同发展效度评价指标体系,建立灰关联投影寻踪综合评价模型,综合度量评价流域各区域之间的协同有序发展效度,通过各区域内部产业结构之间的横向比较,剖析区域之间的协同有序发展态势,诊断流域各区域及其用水行业的水权初始配置方案的合理性。结合案例分析进一步验证模型的有效性。According to the theme of water right initial allocation among regions and water-sectors or industries,the evaluation index system of regional cooperative development validity and Gray relation projection pursuit comprehensive evaluation model are constructed with social,economic and environmental factors to comprehensively evaluate the cooperative and ordered development validity among regions.It analyzes the cooperative and ordered development situation and diagnoses the rationality of the water right initial allocation theme among regions and industries based on the horizontal comparison among regional industrial structures.The examples further verify the effectiveness of the model.
