摘 要:本土自创和模仿移植作为制度设计最主要的两种思路,分别承载着各自不可替代的改革价值与发展内涵。基于对自身制度基础与改革环境的深刻思考以及发展路径与进程的客观定位,中国内地与香港在设计高官问责制度的过程中,对两种思路之间进行了谨慎的选择与权衡,并同时选择了以适宜本土发展作为最终的衡量标准;在各自的实践中,这一选择很大程度上实现了两地高官问责制度设计的改革预期。因而,从这个意义上而言,两地高官问责制度的设计并无优劣之分,仅是代表了不同的政治发展阶段下适宜的改革举措。As the two major ways of institutional design,self innovation and transplant each carry their own indispensible reform values and development contents. On the bases of a profound understanding of their own institutional foundations and reform environments and of an objective orientation of their own development paths and processes,China's Mainland and Hong Kong weighed up the two methods carefully and made a prudent choice between them with the accommodation to their local developments as the ultimate criterion. As evidenced by their respective practices,this kind of choice has fulfilled the reform expectation of building an accountability system for the senior officials in these two regions of China. In this regard,the designs of the accountability system for the senior officials in these two places are equal in quality,each constituting a step to conduct reform in line with the political situations of different development stages.
