沈阳经济区发展为现代产业基地的定位论证

摘　　要：国务院从东北老工业基地全面振兴、促进区域经济协调发展出发,适时做出了设立沈阳经济区为国家新型工业化综合配套改革试验区的战略安排,这一举措将使沈阳经济区成为东北老工业基地上升为现代产业基地的核心部分与区域引擎。为此,有必要绘就沈阳经济区的路线图解,阐明沈阳经济区所具备的综合优势,分析沈阳经济区发展为现代产业基地的现实价值,定位现代产业基地的功能,认清建设现代产业基地中遇到的问题,最后创意出科学对策,以求为国家这一重大战略投放提供理论支撑和咨询服务。Starting from the overall revitalization of northeast old industrial base and promoting regional economic coordinated development, the central government of our country timely make strategical arrangements to set up Shenyang Economic Zone as a national new-type industrialization synthetically reform testing district, this measure will change Shenyang Economic Zone into hardcore and regional engines of northeast old industrial base rising to the modem industrial base. In order to do this, it is necessary to draw on the route diagram of Shenyang Economic Region, clarify the comprehensive advantages of the Shenyang Economic Zone, analyze the real value of Shenyang Economic Zone developing into the modem industrial base, locate the function of modern industrial base, recognize the problems which are from the process of building modem industrial base, finally, create scientific countermeasures for the purpose of providing theoretical support and consulting services for launching of this major national strategies.
