摘 要:城市土地是一种公共资源,在我国社会转型时期,分析"公共治理"理论在城市土地资源管理中适用性,对于实现城市土地资源公平、有效配置和永续利用具有借鉴意义。采用文献资料法和定性分析法,阐述公共治理概念的内涵,分析城市土地资源的公共属性,探讨城市土地资源"公共治理"实质,从市场化经济、民主化进程、全球化背景分析中国社会转型时期城市土地资源"公共治理"适用性的社会条件。在此基础上提出了构建城市土地资源治理模式的基本思路,即政治结构一元化框架内科层政府、市场机制和市民社会共同作用的多元化模式,进一步明确了科层政府、市场机制和市民社会治理职能分工。Urban land is a kind of public resources. Efficient allocation and sustainable use of land resources will be enhanced through analyzing the applicability "public governance" theory in urban land resource management during the period of Chinese society transformation. Literature research techniques and qualitative analysis method were used in this research. The connotations of public governance were explained. Public attribute of urban land resource was analyzed. Essential of urban land resource "public governance" was analyzed too. Social conditions of urban land resources "public governance" applicability during Chinese social transformation was analyzed from three aspects: market-oriented economy, the process of democratization and globalization. Basing on these an- alyses, governance approach of urban land resource was proposed. It is the interaction of government and the public, the interaction of public sector and private sector within the framework of unified political structure. Functional division and implementation of bureaucratic government, market mechanisms and civil society governance were defined.
