水电移民安置中的文化作用机制分析及其对策研究——以怒江为例

摘　　要：水电移民作为一项复杂的系统工程,与区域相关要素存在多种关联,其中与文化的关联既重要又容易被忽视,特别是对于少数民族地区,移民所带来的文化冲击更为明显。怒江傈僳族自治州作为我国典型的少数民族地区,其水能资源蕴藏丰富,水电移民受文化因素的影响较为明显。怒江水电移民与文化的关联包括与文化类型空间、文化构成要素、文化演进态势的关联。文化因素在怒江水电移民过程中起着重要的作用。同质文化类型区域移民安置的文化阻力较小,有利于移民工程的开展;不同文化类型区域文化作用表现出的阻力较强,不利于安置工作的开展。The project of hydropower resettlement is a system program,and it will impact many aspects,one of effect caused by hydropower resettlement project is the cultural impact.While Nujiang River is an ancient place with 12 minorities＇ cultures together,and famous for ＂minority corridor＂ and the ＂live museum＂ of the human history.The hydropower resettlement project will cause these things change.In detail,the hydropower resettlement project will change the spacial base of these cultures,reconstruct the relationship between these cultures,effect the traditional eco-cultures,then it will change the recession situation of these minority cultures.During theses process,the cultures will cause counter-effects to the hydropower resettlement project.These counter-effects include two main aspects.One is positive effect,another is negative effect.Positive effect will occur when the resettlement is in the inner of Nujiang district,negative effect will occur when the resettlement is outside the Nujiang district.The positive cultural effect will benefit to the Nujiang hydropower resettlement project,while negative cultural effect,if we can converse it,it also will be benefit to the Nujiang hydropower resettlement project.
