实施最严格的水资源管理制度 保障长江流域经济社会可持续发展

摘　　要：随着社会经济的快速发展,我国面临的水环境污染问题也越来越严重,因此,国务院决定实施最严格的水资源管理制度,以应对严峻的水资源形势,保障社会经济全面协调的发展。对最严格的水资源管理制度的内涵和要求进行了介绍,分析了在长江流域实行最严格水资源管理制度的必要性和紧迫性。针对长江流域水资源保护工作与实行最严格水资源管理制度要求的差距,提出了建议和措施。With the quick development of society and economy,China is faced with increasing severe water environment pollution problem,the State Council decides to implement the most strict water resources management institution in China to cope with the severe water resources situation and guarantee the overall and coordinated development of society and economy.We present the connotation and requirement of the most strict water resources management institution,and analyze the necessity and urgency of implementing the most strict water resources management institution in the Yangtze River Basin.In view of the gap between water resources protection work and the requirement of the most strict water resources institution,some suggestions and measures are put forward.
