摘　　要：回顾了"十一五"期间长江流域水资源保护行政管理、水质监测和水资源保护科研取得的成绩;分析了新时期长江水资源保护面临的机遇与挑战,结合长江水资源保护新的要求和任务,提出了"十二五"时期长江流域水资源保护工作思路与工作重点,强调要做好以下工作:强化监管措施,保障饮用水水源安全;健全水功能区考评和入河排污口监管体系,严守纳污红线;改善流域层面配套法规,健全水资源保护管理机制;推进信息化建设和新技术应用,提高现代化管理水平;继续强化科技创新能力建设,提升技术支撑能力;优化监测站网,建立与最严格水资源管理制度相适应的监测体系;以重点区域试点为基础,积极推进水资源保护工程体系建设。This paper reviews the achievements in the administrative management,water quality monitoring and water resources protection in the Yangtze River Basin during the 11th five-year plan period and analyzes the opportunity and challenges of water resources protection of Yangtze River in the new period,puts forward the consideration on water resources protection and major works of the Yangtze River Basin during the 12th five-year plan period in the combination of the new requirements for water resources protection of Yangtze River.The major work of water resources protection in the Yangtze Valley covers strengthening the supervision and management measures to ensure the safety of drinking water source;perfecting the evaluation system of water function zone and supervision and management system for sewage outlet,and strictly control pollution by ＂red line＂ of pollutant receiving;improving the basin laws and regulations and perfecting the management mechanism of water resources protection;promoting information construction and new technology application to improve management level;intensifying the scientific and technical innovation ability to upgrade technical support ability;optimizing supervision network and establishing supervision system according to the most strict water resources management system;promoting the construction of water resources protection project system based on pilot work in the key region.
