长江流域水资源保护规划的编制历程与思考

摘　　要：长江流域水资源保护规划的编制,经历了起步、规划体系基本建立和完善等阶段。总结分析了规划编制的发展阶段及其特点,介绍了不同阶段的典型规划。针对目前规划工作存在的不足,提出了要重视流域水资源保护规划的编制,不断丰富和完善规划内容,要把"维护健康长江,促进人水和谐"作为规划工作的主线,努力提高规划的科技含量和更加重视规划管理等建议。The compilation of water resources protection plan for the Yangtze River Basin went through the stages of starting,basic establishment of planning system and perfection.We summarize the development process and characteristics of the plan compilation,and introduce the typical plans in different stages.In view of insufficiencies in the present plan,it is suggested that attention should be paid on the compilation of water resources protection plan for the Yangtze River Basin and its contents should be perfected successively;the concept of ＂maintaining the healthy Yangtze River,promoting the harmony between human and water＂ should be taken as the central line to increase the technological content and focus on the planning management.
