摘　　要：阐述了长江流域水资源利用在全国的战略突出地位及合理开发长江水资源的重要性。分析了以往水资源开发中暴露的重大生态环境问题,论述了构建长江水资源开发与生态保护和谐关系的紧迫性。提出了协调长江开发与保护需要探究的主要研究课题:辨识开发中的生态环境制约问题,研究开发对生态环境的叠加累积效应,探讨生态修复补偿及生态调度措施,研究维系健康长江的管理对策。We demonstrate the strategic significance of Yangtze River water resources utilization in China and the importance of its rational development.The exposed major ecological and environmental problems of water resources development in the past years have been analyzed and the urgency of establishing harmonious relationship between development and protection of Yangtze River has been demonstrated.We suggest the issues deserving of studying in future： identifying the environmental restrictive factors in development process;analysis of the accumulative impacts of development on eco-environment;the eco-restoration and eco-dispatching measures;the management countermeasures for maintaining the healthy Yangtze River.
