摘　　要：地缘经济战略是指国家在特定历史条件下,从维护和拓展地缘经济空间的角度,综合运用各种经济、政治乃至军事手段和资源,应对核心挑战与威胁,以保障和实现国家利益的总体构想。从战略学理论的角度明确中国南海地缘经济战略的实施层面是理解当前南海政策贵在谋势而非谋得某些短期利益的关键所在:中国南海地缘经济战略是中国国家战略体系中的一环,其主要功能在于使用一切国家资源,通过分配任务和协调行动来妥善解决这一领域中的经济、政治、外交等问题,有时为了服从国家总体战略的需要还必须作出必要的让步并制定放眼长远而又务求实际的战略政策。中国南海地缘经济发展的脆弱性、外部性和冲突性特征决定了中国政府必须明确认清中国南海的地缘经济战略空间,明确辨识中国南海的地缘经济、政治乃至军事挑战,继承和创新历来的南海政策,通过以国内立法形式界定中国南海的地缘经济战略空间与行动标线,在"新安全观"框架下以"合作共赢"方式推动解决南海利益争端,加快转变"中国———东盟"的贸易和金融合作模式,创新"搁置争议"战略的具体手段以及大力实施海权以配合中国南海地缘经济战略的施行等政策来经略南海并作出超前而积极的战略决断。Geo-economic strategy refers to the countries in specific historical conditions,using a variety of economic,political and even military means and resources comprehensively to deal with the core challenges and threats in order to protect national interests and achieve the overall vision from the perspective of safeguarding and expanding the geo-economic space.From a strategic point of view,the key points of understanding that seeking potential energy rather than obtaining short-term interests is the essence in the implementation of present South China Sea Strategy.Geo-economic strategy of the South China Sea is part of China＇s national strategy.Its main function is to make use of all kinds of national resources,through the allocation of tasks and coordinated actions to resolve economic,political,diplomatic and other issues in this area properly.Some concessions is necessary and perspective but practical strategies must be made in obedience to the needs of the country＇s overall strategy.Because of the frangibility,externalities and collisions of the development of the South China Sea＇s geo-economy,Chinese government must have a clear understanding of the geo-economic strategy space of the South China Sea,and a clear identification of its geo-economic,political and even military challenges.At the same time,inherite and innovate policy in the South China Sea through domestic legislation that define the South China Sea＇s geo-economic strategy space and operational criteria,resolving the South China Sea disputes by a ＂win-win cooperation＂ means under the ＂new security concept＂ framework,accelerating the transformation of trading and financial cooperation patterns of ＂China-ASEAN＂,innovating specific means of ＂shelving disputes＂ strategy and implementing vigorous maritime rights,in order to meet the implementation of geo-economic strategy of the South China Sea to pacify the South China Sea and make leading positive strategic decisions.
