软约束机制下的生态预算理论及吸收对策研究

摘　　要：约束机制软化放大了地方政府的自利性偏好,在一定程度上成为可持续发展的阻碍。生态预算是促进环境资源优化配置的约束机制,但因特定体制内生性出现一定程度的软化,改进方向在于确定合理的激励方式、由社会审计评价和监督生态预算执行,以进一步硬化生态预算约束。Soft restraint mechanism enlarges self-interest side of the local government, which partly has hindered the sustainable development. The eco-budget is a restraint mechanism promoting optimum distribution of environmental resources by end genetic reasons in its organizational structure. The article proposes some solutions to harden the eco-budget restraint through the following ways： stimulating the assessment system of local government performance and supervising the eco-budget by the social audit
