摘 要:通过对温州市公立医院院长负责制的研究,从三权相衡难以有效实施、院长权力的绝对性与局限性、院长负责制的家长制倾向三个方面指出现行公立医院治理结构的缺陷成因,并从现代产权制度对完善法人治理结构的启示、理事会领导下的院长负责制、公立医院法人治理结构的保障等方面提出了公立医院治理结构改革的建议。认为公立医院治理结构的改革是个持续完善的过程,有效的激励、监督和竞争机制对提高医院运营效率有着重要的意义。Based on the research of hospital president responsibility system in Wenzhou public hospitals,weaknesses such as checks and balance can not be effectively implemented,the unbedingtheit and limitation of president's power and the trend of patriarchy were discussed and their causes were analyzed.Suggestions for improving public hospital corporate governance structure reform were mentioned in views of modern property rights,president responsibility system under the leadership of board,security of public hospital corporate governance structure as well.Public hospital corporate governance structure reform is a sustained process.Effective incentive,regulation and competition mechanism is important to improve hospital operation efficiency.
