公共信息资源建设的财政投入责任分析

摘　　要：公共信息与公众利益密切相关,其形成需要大量的投入。公共信息资源的建设,应由政府通过公共财政机制进行资金的筹措和投资。但是,需要合理把握公共信息资源建设的边界,以使政府投资与私人投资形成相得益彰的合作模式。财政既要充分重视满足直接的公共信息资源建设的资金要求,又要注意在信息资源建设中协调机制、技术提供以及成果共建共享等方面资金的投入。Public information involving with the public interest needs a large number of inputs. The production and supply of information resource should rely on public finance of the government. But the supply limit of public information resource must be controlled reasonably so that a good cooperation model can be generated in government investment and private investment. The public finance should directly satisfy public information resource in fund demand and provide finance to the coordination mechanism, technique development and sharing of results in constructing public information resource.
