摘　　要：目的:构建公立医院收支综合评价指标体系。方法:按照科学性、导向性、操作性和推广性等原则,综合考虑专家问卷意见和实际工作情况选择评价指标,以层次分析法确定指标权重,以线性综合加权法计算医院收支综合评价指数,并以某综合性医院2003-2007年收支综合评价进行验证。结果:设计出以收入指数、支出指数、收支结余指数为"度",包含20个基础层指标为"级"的三度二级指标体系,实评结果表明,某院2003-2007年收支综合评价指数呈现出"V"字型变化特点,从2003年的最高值(0.609 5)下降至2004年的最低值(0.142 3),然后出现逐年上升趋势,各基础层指标发展呈现出不均衡性,与实际情况基本相符。结论:该文提出的公立医院收支综合评价体系是一种实用、有效的量化管理工具,值得推广应用,并认为应强化政府公共医疗卫生责任,加强收支关键点控制,建立健全科学、规范的公立医院收支监管模式。Objective To establish the income and expenditure composite evaluation indicator system for state-owned hospitals.Methods The evaluation indicators were selected with some principles including science,guidance,practicability and generalization,and answers of specialists to relative questionnaires as well as practical conditions.The weights of evaluation indicators were decided by the method of analytical hierarchy process.The income and expenditure composite evaluation index for state-owned hospital was evaluated by the linear synthetically weighting method.The evaluation method was tested using the income and expenditure data in a certain public hospital from 2003 to 2007.Results An evaluation indicator system of 3 degrees,which consisted of income index,expenditure index and surplus index,and 2 bands,which consisted of 20 basic indicators,was established.The tested results suggested that the highest and lowest composite evaluation index in a general hospital was 0.609 5 in 2003 and 0.142 3 in 2004,respectively.The disposition of basic indicator was not in the balance,and conformed to the reality.Conclusion The income and expenditure composite evaluation system for state-owned hospitals advanced in the paper was a practicable and effective quantitative management means,which deserved to application in a large scale.It was suggested that we should fortify government responsibility of public health,construct the standard income and expenditure supervision model for stated-hospitals.
