摘　　要：30年来,深圳的一举一动充当了中国社会经济发展的"晴雨表",甚至上升为政治性的价值符号。从政府绩效评价的视角来看,"三十而立"的深圳,社会经济发展居全国前列,但为不可复制的范本;特殊政策与地缘优势边际效应趋于为零;社会经济问题与全国相近相类,部分矛盾更为尖锐。发展的路向和动力源自政府管理的变革,民主导向下的政治体制改革与创新是绕不开的路径。Over the past 30 years, every single move of Shenzhen has played the role of a ＂barometer＂ in the societal and economic development, and is even elevated as a symbol of political values. Seen from the perspective of the evaluation of the overall governmental achievements, Shenzhen, 30 years old already, is in the front rank in terms of its societal and economic development, yet it remains a specimen which can not be copied. Currently, the marginal effect of the privileged policies once enjoyed and its geopolitical advantages have come to nothing; its societal and economic problems are akin or similar to other parts of the whole country; part of the contradictions in the city are even sharper. The driving power and orientation of its future development will derive from the reform of governmental management, and therefore, a democracy-oriented reform and innovation of its political institution is a path which can not be bypassed.
