转型期西北地区经济增长质量评价研究

摘　　要：经济增长质量是考察经济增长的一个重要视角。以西北地区经济增长质量为研究对象,在充分考虑了数据的可读性、有效性以及支持程度后,从经济、环境资源、民生三大方面构建了评价经济增长质量的指标体系。通过对各地区的对比分析,认为西北地区近年经济高速增长中存在的问题有:主要靠投资拉动的经济增长稳中有升,但增长质量不高;单位GDP能耗水平有待降低,环境资源与可持续发展的矛盾日益突出;收入增长率不同引起城乡居民生活质量差距较大,区域间经济发展不协调等。解决这些问题应从以下方面着手:调整产业结构,转变经济增长方式;加大节能减排,实现可持续发展;调整政府考核目标,采用绿色GDP核算体系;始终坚持GDP增长以人为本的理念,把改善民生放在首位等。This essay focuses on the quality of economic growth in the transition period of Northwest Region, as the quality of economic growth in Shaanxi Province in 2000-2009 as an example 。After taking account of readability ,validity and the supportability of statistics ,and based on the Hu Shaowei’s view that three field affected the quality of economic growth, an index system of quality evaluation of economic growth is formulated from three aspects including economy ,society ,environment and resources 。Then through comparison of related basic data, an analysis is made about the quality level of economic growth and problems to be resolved in spite of the trend of high-speed economic growth in recent years. The findings includes: The investment driven economic growth, although seemingly steady, underlies poor quality; The different rate of income growth caused deep-gap of life quality between urban residents and rural residents thereby caused inter-region economic discordance; GDP energy consumption still remains to be improved and the contradiction between environmental resources and sustainable development become prominent. Based on this findings this essay suggests as follows to improved the quality of economic growth of Northwest Region: Accelerate the development of the tertiary sector, and improve the way of economic growth; Accelerate the urbanization process to promote inter-region coordinate development; Intensify efforts of energy-saving and emission reduction to achieve sustainable development; Use green GDP instead of GDP to adjust the assess of government.
