太原市产学研合作载体建设的实践与思考

摘　　要：阐述了太原市产学研合作载体典型案例,分析了太原市产学研合作载体建设的主要问题及原因,指出太原市产学研合作载体建设缺乏诚信基础,尚未实现投入与风险共担、利益共享,合作后的成果归属和知识产权存在分歧,合作载体建设的投融资模式尚不完善。根据以上问题,从加强政府引导,完善利益分配机制、风险共担机制、诚信机制,以及强化人才支撑等方面提出太原市产学研合作载体进一步发展的对策建议。In this paper, the authors expounded selected reference of cooperation vector of Taiyuan industry-university-research, and analyzed main problems and reasons of cooperation vector of Taiyuan industry-university-research. Then, the authors put forward that the vector has not been realized investment and risk and profit sharing, cooperation, and intellectual property ownership after the results of differences, cooperation, investment and financing mode. Vector construction is still not perfect. Based on the above issues, the authors put forward countermeasures of developing cooperation vector of Taiyuan industry-university-research from 3 aspects of strengthening government guidance, improving distribution mechanism of interest, risk-sharing mechanisms, integrity mechanism and strengthening human resources support.
