论慈善对我国社会保障制度的弥合

摘　　要：研究慈善对我国社会保障的作用,认为慈善的内涵包括慈善观念与慈善行为两个层面,社会保障的实质则是一种国家强制实施的经济福利制度,二者的差异性表现在主体上的多元化与一元化、运作上的自治化与行政化两个方面。基于此种差异性,慈善在三个方面对我国社会保障制度的缺陷具有弥合作用,即慈善能够弥补社会保障中的供给不足;改善社会保障中的"政府失灵";填补社会保障中文化认同的缺失。而这一作用发挥的前提是二者在制度与资源上实现有效地整合。The connotation of charity includes two levels： charity concepts and charity behaviors,while the essence of social security is an economic welfare system which forcedly implemented by nation,and differences between them perform in diversification and unification of subject and autonomy and administration of operation.Based on the differences,charity can bridge defects of our country＇s social security system in three aspects.It can remedy insufficient supply,improve government failure,and fill cultural identity loss in social security.But charity will achieve that function on the premise that it must be effectively integrated on mechanism and sources with social security system.
