从成本考量的视角看人类对民主政体的理性选择

摘　　要：民主政体作为人类政治文明的发展形态已有数千年的存在历史。人类之所以在当今普遍选择民主政体作为最基本的现实政治运作模式,也是基于成本考量的理性选择。民主政体相对于其他政体而言,具有比较优势。民主政体相对于其他政体而言,不仅能够有效降低调和政治冲突和维持政治及社会稳定的政治成本,而且能够有效降低公共决策的外部成本,更能够有效降低政治统治的风险成本和政治发展的机会成本。理性考察和分析民主政体的成本问题,不仅有利于加深对民主的理论认识,而且更有利于增强如何将社会主义民主做真做实的现实思考。As a form of development of human political civilization, democracy has existed for thousands of years. Nowadays, people choose the democracy as the basic mode of political operation based on their rational option of the cost consideration. Compared with other regimes,democracy has comparatively some advantages such as effectively beducing the political cost in mediating the political conflicts and maintaining the political and social stability, effec- tively reducing the external cost in making the public decision and effectively reducing the risk cost in the political rule as well as the opportunity cost in the political development. The rational analysis and investigation of the cost of democracy will not only enhance people ＇ s theoretical understanding of democracy but also strengthen people ＇ s practical thinking on the ways to really realize the socialist democracy .
