南通市今后十年的发展思路

摘　　要：1999-2009期间,南通市不仅人均产出增长率位列全省首位,而且以TFP衡量的经济增长质量和经济增长潜力也领先于江苏其它地级市,但是南通市也面临着城市化水平和质量滞后于经济发展、产业结构不合理、人力资本结构不平衡、民营经济创新能力不足的问题。另外,国际、国内发展环境已经发生了巨大变化。在这样的背景下,以城市化推动工业和产业转型、以高端人才促进创新型经济发展、以品牌战略推动民营经济转型升级,应成为南通未来10年发展的主要着力点。During 1999 to 2009, Nantong took the first place in Jiangsu Province for its per capita rate of output increase, and the quality and potential of economic increase measured by TFP are also running ahead of other cities within Jiangsu Province. However, Nantong is also confronted with problems like the lagging of urbanization behind economic de- velopment, unreasonable industrial structure, unequilibrium in human resource structure and the deficiency of creativity in privately-owned economy. Besides, great changes have taken place both domestically and internationally. Therefore, the focus of Nantong within the next decade should be the restructuring of industries by urbanization, the development of creative economy by advanced talents, and the upgrading of privately-owned economy by brand strategy.
