摘　　要：本文针对突发公共事件的应急决策问题,在分析应对突发公共事件决策网络的组成要素基础上,建立了决策网络的拓扑结构,进而针对突发事件的应急决策所可能存在的各种最基本的协同,提出了元协同的概念,由不同的元协同可以组成极其复杂的协同类型,进而结合山东甲型H1N1流感应急决策案例,分析了其中存在的各种协同决策类型。Based on the analysis of the factors composing emergent decision network, this paper focuses on emergent decision problems concerning public emergency and establishes topological structure for emergent decision network. Furthermore, the paper proposes the concept of meta-coordination which is concerning all different kinds of potential elementary coordination. Meta-coordination can in turn compose more complex type of coordination. Finally, the paper analyzes varieties of coordination underlying emergent decision in the case of H1N1 flu which broke out in Shandong Province.
