摘 要:有效的防雷措施改造可以提高输电线路的防雷性能,防雷措施的技术经济性评估是提高输电线路防雷改造投入产出比的基础。为此,根据初选-精选-优化的评估流程,提出了综合考虑技术经济性指标的输电线路防雷措施评估方法。基于线路的杆塔地形地貌特征、结构特征和绝缘配置,已安装防雷措施,跳闸率超标百分比,以及绕击电流入射点位置分布等因素进行筛选得到备选措施;综合考虑跳闸率降低效果、工程费用、改造目标、改造难易度、维护难易度、运行寿命的影响及其相对重要程度,确定最优防雷改造措施;在此基础上进行防雷改造预期治理效果评估,针对未达标杆塔进行措施优化,确定最终防雷改造措施。采用该评估方法对复杂地形条件下的典型220 kV输电线路进行综合防雷措施改造,预期治理效果评价结果表明线路防雷性能满足改造要求。Effective lightning protection rebuilding can improve the lightning protection performance of transmission line,and the technology and economy evaluation of lightning protection measures is the foundation for increasing the cost/benefit ratio of lightning protection rebuilding.Therefore,a technical and economic assessment method was proposed to formulate lightning protection rebuilding measures in accordance with the evaluation process of screen-selection-optimization.Firstly,alternatives of lightning protection rebuilding were acquired by considering factors such as terrains and topographic features,tower structure and insulation configurations,installed lightning protection measures,over proof percentage of lightning flashover rate,and incidence range of lightning shielding failure current,and so on.Secondly,optimal lightning protection rebuilding was selected by comprehensively considering the effect of lightning flashover rate detracting,engineering cost,aimed targets,rebuilding difficulty,maintenance difficulty,service life,and their relative significance level,etc.Thereby,the effect of the optimal rebuilding was evaluated,and the rebuilding of off-standard part was optimized.Finally,ultimate lightning protection rebuilding was confirmed.The application of the method was illustrated with a case studying using a typical 220 kV transmission line under complex terrain.
