以新条令为依据强化三个观念全面促进武警院校正规化建设

摘　　要：条令是实行科学管理的重要依据。新的共同条令的颁发，为实现科学管理创造了良好条件，也对增强管理的科学性提出了更高要求。院校贯彻落实新条令要强化三个观念：强化贯彻新条令的观念，围绕中心凝聚力量；强化以质量效益为核心的观念，提升教学工作和管理教育水平；强化以人为本的观念，营造和谐的环境氛围。确保院校作风优良、纪律严明、秩序正规，推进院校建设全面发展，提高人才培养质量，促进武警院校正规化建设。Regulation is an important basis of scientific management. With the new regulation released, favorable condition is created, and higher request is put forward for the scientific value of strengthening such management. Three concepts should be strengthened in putting the regulation into effect. That is, condensing the force surrounding the center, reinforcing the idea of promoting quality and efficiency of teaching and management. Then strengthening human -oriented idea, vigorously promote standardization construction, ensure college discipline and orders excellent. So the overall development, personnel training quality of colleges will remarkably enhanced.
