北京低碳经济发展的重点与对策

摘　　要："十二五"期间是北京进入后工业社会、转变发展方式、发展低碳经济的关键时期,也是北京完善低碳市场机制的重要机遇期。低碳发展带来的全球交流和合作是当前国际合作的一个热点。要积极推进首都北京低碳发展的国际合作,提升其国际竞争力。北京市民履行植树义务可购买碳汇,有利于国内碳交易市场机制的建立。碳金融将成为低碳经济的战略制高点,要积极构建北京市碳金融体系,推进碳交易人民币计价的国际化进程。鼓励创新,借助低碳技术提升产品竞争力。要学习借鉴国外城市的成功经验,建立诚信社会管理机制;充分发挥志愿者、义工与"非营利组织"的积极作用,提升首都北京的国际化水平。＂Twelfth Five-Year Plan＂ period is the new critical time in the process of Beijing entering the post-industrial society, changing the development mode and developing low carbon economy. Developing Low Carbon Economy has become a hot spot of the current international cooperation, which offers an important opportunity for Beijing to improve the low carbon marketing mechanism. To promote the international cooperation of developing low carbon economy in capital Beijing can enhance its international competitiveness. It is conducive to the establishmerft of mechanisms of domestic carbon trading market for citizens in Beijing plant trees and purchase carbon trading. Carbon finance is becoming the highest strategically point of low carbon economy. We need to build carbon financial systems in Beijing and promote the internationalization process of RMB valuation in carbon trade. We need to encourage innovation and raise product competitiveness with the low carbon technology. We need to study the foreign city＇s successful experience, and establish credit social management system. We need to play the active role of volunteers and the ＂non-profit organization＂ to enhance the international level of capital Beijing.
