摘　　要：在对公共科技进行研究的基础上,对公共科技管理的若干重要问题,包括政府在公共科技资源管理中的重要作用,公共科技投入绩效评价制度、扩展与完善公共科技转化途径、发挥工程中心在公共科技的作用、从公共科技角度继续深化科技体制改革、发挥知识产权制度在公共科技中的作用等,提出若干视角独特、颇具新意,具有可行性的政策性建议。The paper puts forward several unique, creative and innovative policy suggestions about developing public S＆T on the basis of studying its key aspects, such as stressing the crucial role of the government in the resource management of public S＆T, developing the related performance evaluation system, expanding and perfecting the transformation channels of public S＆T, strengthening the function of project centers in public S＆T, further reforming the S＆T systems from the angle of public S ＆T, and exerting the influence of intellectual property system on public S＆T.
